I enclose a tracing of Lap-sap-wan, marked A, showing the position of a scale reclamation capable of being utilized for the proposed gaol. The site, namely 294,000 square feet, would necessitate a considerable reclamation and wall of great length, the cost of building the latter and levelling the ground would amount to over $60,000 (see Appendix I.).
As regards healthiness of position, Lap-sap-wan will be found less desirable than Stone Cutters' Island, as it is closely hemmed in by hills at the back. It is also overlooked by the Chinese Cemetery.
